Second progress report

The Office of the Independent Implementation Supervisor – Women's Safety and Justice Taskforce Reforms: Biannual Progress Report 2 (May 2023) (second progress report) considers the progress of the Queensland Government Response to Hear her voice - Report One - Addressing coercive control and domestic and family violence in Queensland (Report One) by the Women's Safety and Justice Taskforce and The Independent Commission of Inquiry into Queensland Police Service responses to domestic and family violence (A Call for Change) for the period 1 January to 31 March 2023.

For the second progress report, 17 recommendations are in-scope, including seven recommendations from Report One and 10 recommendations from A Call for Change.

This report finds that 10 recommendations have been completed, with seven of these requiring no further monitoring and three requiring further monitoring. The remaining seven recommendations are considered delayed and are still in progress. The interim Independent Implementation Supervisor (IIS) considers these delays to be reasonable given the Government is in the early stage of implementation.

Across the first two progress reports by the interim IIS, 21 recommendations have been considered closed from the Women’s Safety and Justice Taskforce reforms.

The report concludes that there would be benefit in providing a master plan tailored for stakeholders, so that the sequencing of the pipeline of significant reforms is accessible and takes into account the workforce capability and potential impact on staffing of non-government organisations.

Further, the report highlights the need for the system-wide strategy for responding to perpetrators currently under development to be implemented as swiftly as practically possible. It also concludes that a regularly updated forward procurement notice of future tenders arising from the reforms would greatly benefit stakeholders by providing notice of forthcoming opportunities.
